ENCLAVE PARKING BYLAWS, RULES & GUIDELINES

SPECIAL VISITOR PARKING PASS REQUEST FORM FOR EXTENDED PARKING:

 

 

RESIDENT PARKING:

 

  • Residents must park their vehicles in their own designated parking garage; carport and/or parking pad, but only if there is room to safely accommodate a vehicle.

  • A vehicle must not be parked in a carport or parking pad if the vehicle extends over the curb line of the driveway and sticks out into the road allowance, as this is a hazard to other vehicles’ safe right-of-way.

  • No person is permitted to camp overnight in any type of vehicle in a common area.  (Bylaw 3.5(a))

  • A resident must not permit a vehicle to be parked or left unattended in a manner that interferes with parking stalls, access lanes (common driveway) fire lanes, or no parking zones.   (Bylaw 3.5(b))

  • Residents are prohibited from parking in the visitor parking stalls (Bylaw 3.5(c))

  • Any resident’s vehicle parked in a visitor parking stall, with or without a Pass, will be subject to removal at the owner’s expense.

  • A maximum 10km/hour must be maintained at all times within the complex.  (Bylaw 3.5(d))

  • Except for minor emergency repairs, no other motor vehicle repairs are allowed in the driveway or parking pad of a resident’s Unit.

  • Each resident must provide the detailed identification of all of their vehicles which they own/drive and park at/in the Strata complex.

  • Any change in a resident’s vehicle information must be communicated to either the Strata Council or Strata Management Company within one week of the change.

  • Business or commercial vehicles are not to be washed anywhere inside the complex even if owned by a resident.

 

VISITOR PARKING:

 

  • Guest/Visitor parking is permitted only in the parking area designated by the Strata Corporation as visitor parking.  (Bylaw 3.6(a)).

  • Visitor parking stalls are for the exclusive use of visitors of current residents and for contractors.  (Bylaw 3.6(b))

  • Residents must provide their visitors with a Parking Pass – See next section on Parking Passes

  • All visitor vehicles must display a Parking Pass on their dashboard with the Pass identification clearly visible from outside the vehicle or the vehicle will be towed.

  • The designated Visitor Parking Stalls in the Enclave townhouse complex are shown on the site map and marked with the letter ‘V’.

  • The two (2) stalls at the northwest section of the complex (V7 and V8) are for Small Vehicles Only.

  • Residents must comply strictly with the guest parking procedures and limitations and are responsible to inform their visitors of the requirements pertaining to guest parking.  (Bylaw 3.6(c))

  • Visitors may park overnight in the visitor parking area for a maximum period of three (3) consecutive nights.  (Bylaw 3.6(d))

  • Visitors who will be using the visitor parking area in excess of three (3) consecutive nights must display a Special Parking Pass which can be obtained from the Strata Council.  (Bylaw 3.6(e))

  • A visitor must not be permitted to use the visitor parking for more than three (3) consecutive weeks for a cumulative total of eight (8) weeks in the calendar year without the prior written approval of the Council.   In granting such approval the Council may impose such reasonable conditions as it sees fit and may refuse such a request on the basis that the visitor is, in that Council’s opinion, a resident.  (Bylaw 3.6f))

  • No Guest/Visitor is permitted to camp overnight in any type of vehicle in visitor stalls or anywhere on the common areas.

  • A Visitor must not permit a vehicle to be parked or left unattended in a manner that interferes with parking stalls, access lanes (common driveway) fire lanes, or no parking zones.   (Bylaw 3.5(b)) 

  • Visitor vehicles should not be repaired, maintenance performed or washed anywhere inside the complex including at the hosting resident’s Unit.

  • Visitors should park their vehicles within the visitor parking stalls only without any portion of the vehicle protruding on to the roadways and/or any landscaping areas.

  • Any guest/visitor vehicle violating the Parking Rules will be towed away by the monitoring towing company at the vehicle owner’s expense.

 

PARKING PASSES:

 

VISITOR PARKING PASS:

  • Owners will be issued two (2) regular Visitor Parking Passes with their Unit # on them – these will be issued free of charge.

  • The Pass must only be displayed in a Visitor/Guest vehicle and must be clearly visible from outside the vehicle.

  • Only Passes provided by Strata Council will be considered ‘Valid’.

  • There will be no more than two (2) Passes issued for any Unit.

  • Tenants will be issued the two (2) regular Visitor Parking Passes upon payment of a refundable $60 deposit and an authorization letter or email addressed to Council from their landlord/lady/owner.

  • Damaged & illegible Visitor Passes will be considered ‘invalid/null & void’ and the vehicle will be towed.

 

SPECIAL PARKING PASS:

  • Special Parking Passes can be requested from Strata Council for Visitors parking the same vehicle for more than three (3) consecutive nights or for parking for more than eight (8) weeks cumulatively (56 days) in a calendar year.

  • Request for a Special Pass must be submitted at least 48 hours in advance to allow Council appropriate time to review the reason & details for the extended parking and, if satisfied they will then issue the Pass.

  • An ‘approved’ Special Pass will be issued upon payment of a refundable $60 deposit.  The deposit will be forfeited and the Pass invalidated if the Pass is not returned within the expiry date for which it was issued.

  • Council reserves the right to issue the Pass free of charge or at a cost – depending of the purpose and duration it has been requested.

  •  

CLUBHOUSE PARKING PASS:

  • For Clubhouse bookings, two (2) Clubhouse Parking Passes will be provided as complimentary and ‘valid’ only for the day of the booking.

  • Council will not be responsible for the availability of visitor parking stalls.

 

GENERAL:

 

  • Strata Council will decide the ‘life span’ of the Passes depending on wear & tear and the quality of the Passes.

  • Damaged, lost or stolen Passes can be replaced at a cost of $20 per Pass before its life span has ended.

  • Strata Council reserves the right to change the Parking Rules from time to time and will communicate to owners.

  • Strata Corporation BCS4490, Strata Council for BCS4490 and the Strata Management will not be held liable for any vehicle towing disputes nor for an incurred vehicle damage sustained during the process of being towed.

  • For any conditions not mentioned hereof, the Strata Council’s decision is final.
